Wade Road - County Council Scrimps on Recycling Service

The household waste recycling centre (HWRC), or Wade Road Tip as it is more commonly known, has recently suffered from cost-cutting by Hampshire County Council. The opening hours have been reduced, leading to even more congestion than was previously often the case.
Apart from being a bad move in terms of recycling achievements, this may well prove to be more costly to local taxpayers than any direct savings at the tip. 
What the county council appears unable to recognise is that – particularly people with building rubble – having loaded their vehicles with rubbish for recycling and finding that they cannot wait in the queue to access the site, are very unlikely to go back to their construction site, offload their rubbish, and then reload on another day, only to be sat in a queue again. What the less responsible will do, is find a quiet lane and use it as a substitute for the formal facility. Of course, clearing fly-tipped rubbish becomes the responsibility of Basingstoke and Deane Borough Council, so one might argue that HCC has made a saving after all!! 
Almost more important is the fact that the queueing vehicles reaching back to the Stonehenge roundabout and beyond are causing a major traffic hazard because of the consequent irresponsible behaviour of frustrated drivers. And that does not even take into account the collective fuel costs of so many idling/ crawling vehicles.
This should not be just a question of cost saving but also public service responsibility.
